SAUPAS Foundation was founded by Liesse Mindja Ombeni, a refugee woman who understood that education in displacement cannot wait for stability. Registered in Uganda under Certificate No. BRS-INCC-9-20/80002, SAUPAS began with a simple, radical premise: refugees are not beneficiaries of charity. They are architects of solutions.
Our headquarters in Bunamwaya, Wakiso District, serves as both an operational base and a proof of concept. Here, we test, iterate, and refine the models we scale into refugee settlements across Uganda.
Today, SAUPAS is a recognized voice in refugee education policy, contributing evidence-based analysis to partners.
